Sean Crotty, Cogent Strategies’ counsel, ensures that the firm adheres to its obligations under the Lobbying Disclosure Act, the Honest Leadership and Open Government Act, the Foreign Agents Registration Act, and campaign finance and ethics laws. Sean also assists clients in understanding their responsibilities under relevant federal and state laws, helping to ease the burdens of compliance and ensuring that client resources can be fully devoted to advocacy and communications efforts.  

In addition to his legal counsel, Sean also provides government relations services to clients ranging from Silicon Valley startups to Fortune 100 companies. In this capacity, he analyzes policy developments on Capitol Hill and within the administration to craft persuasive messaging and execute winning political strategies for clients.

Previously, Sean oversaw a diverse portfolio of individual, nonprofit and corporate clients for a political consulting and government relations firm in Washington, DC. He also worked in the Office of Contempt Litigation at the National Labor Relations Board (NLRB) and in the Office of the General Counsel at the American Federation of State, County and Municipal Employees (AFSCME). Sean holds a juris doctor from Indiana University’s Maurer School of Law, where he was an editorial board member for the Indiana Journal of Global Legal Studies. A St. Louis native, Sean graduated Phi Beta Kappa from the University of Missouri with a bachelor's degree in political science. He is admitted to the District of Columbia and Maryland Bars.
